SACRAMENTO, Calif. - March 31, 2016 (www.waternewswire.com) The Water Foundation issued the following statement from Executive Director Lester Snow regarding its manual snow survey conducted by the California Department of Water Resources, which revealed a below average statewide snowpack for this time of year. Coupled with below average cumulative statewide reservoir levels, the snow survey confirms California's drought is not over.

"Even with more rain and snow this year than California has seen since 2011, today's snow survey makes clear that California is still in the midst of extreme drought.
"Californians must make major and permanent changes in the way we manage water now, or we'll be unprepared to deal with this drought and those we will certainly face in the future.
"The state's water management system is outdated and unable to address the new normal of unpredictable, extreme weather. It is time to invest in a 21st-century system that will ensure that California has enough water for its people, farms and environment.
"Californians have risen to the drought's challenge by meeting mandatory water conservation goals. State leaders must continue to do their part. This includes investing in more programs to recycle water, capture stormwater, and replenish groundwater; incentivizing water conservation; and providing the means for disadvantaged communities to access to clean, safe drinking water.
"Successful long-term water management requires removing funding barriers to creating new water-efficiency programs, building necessary infrastructure, and paying for ongoing operations and maintenance. These are the necessary first steps to move California to a sustainable water future."
